About this opportunity
The County of San Mateo Department of Public Works is requesting sealed proposals for on-call closed-circuit television (CCTV) inspection services for sanitary sewer systems, with proposals due July 22, 2026 at 5:00 PM, and is subject to San Mateo County's Local Business Preference Ordinance.
The scope covers inspection and rating of pipelines and manholes across seven of the County's ten maintenance districts, encompassing approximately 746,000 linear feet of gravity sewer main, 3,663 manholes, and 630 flushing inlets. Contractors must perform inspections using NASSCO PACP and MACP certification standards, deliver digital video in MPEG-4 format, and provide inspection reports in NASSCO database format. Work is performed on an as-needed basis, generally Monday through Friday, 8:00 AM to 5:00 PM, with inspections typically occurring within 30 calendar days following the County's sewer cleaning program. Contractors must obtain California Department of Industrial Relations (DIR) registration, maintain current NASSCO PACP and MACP certifications throughout the contract term, and possess a minimum of five years of CCTV experience with at least three years working with public agencies. All work is subject to California prevailing wage requirements under Labor Code Section 1720 and Title 8 regulations.
The contract term is three years with one optional two-year extension at the County's discretion, exercisable upon 30 days' written notice prior to contract expiration. Pricing is evaluated as 40 percent of the overall score; contractors submit unit prices for mobilization/demobilization per assignment, CCTV inspection by pipe diameter (6-inch through 33-inch), manhole inspections at Level 1 and Level 2, location criteria forms, and bypass pumping setups. The County reserves the right to award to one or multiple contractors based on overall best value. Evaluation is weighted as project understanding and approach (30 percent), experience and organizational capacity (30 percent), and price (40 percent). Questions and contract exceptions are due July 15, 2026. The anticipated contract award date is October 6, 2026. All deliverables become property of the County.
