On-Call Carpentry Services

The Town of Berlin, Connecticut is requesting proposals for on-call carpentry services from qualified, independent firms under a two-year contract with renewal option, with proposals due June 25, 2026 at 2:00 p.m. Questions close June 18, 2026 at 4:30 p.m.

Proposers must demonstrate three years of relevant carpentry experience in Connecticut and a proven track record serving similarly sized municipal governments. The selected vendor must maintain comprehensive insurance: Worker's Compensation, General Liability of at least $1,000,000 per occurrence, Professional Liability of at least $1,000,000, Umbrella Liability of at least $1,000,000, and Automobile Liability of $1,000,000 per accident, with the Town named as an additional insured.

Services are performed on an as-needed basis to support various municipal building projects. Pricing must include all labor and materials, travel charges, mileage, truck fees, and miscellaneous fees. Proposers provide hourly labor rates, per-mile mileage rates, per-hour travel rates, and truck fees through an electronic pricing table.

The anticipated contract commencement is July 2026. The Town is exempt from federal excise taxes and Connecticut sales and use taxes.

Evaluation criteria include proposer experience, service quality, responsiveness to RFP requirements, reference checks, and fee competitiveness; price is an important but not sole criterion. The Town reserves the right to select one or more firms, to negotiate fees with the selected proposer, to interview short-listed candidates, and to cancel the contract at any time.

Proposals must be submitted electronically through the Town's e-Procurement Portal at https://procurement.opengov.com/portal/berlinct. No site visit or pre-bid conference is planned.
