On-Call Capital Improvement Program Water & Sewer Construction Management and Inspection Services
The City of Pleasanton Public Works Department's Utility Division is soliciting Statements of Qualifications for on-call construction management and inspection services on water and sewer capital improvement projects, with qualifications due October 28, 2026 at 11:00 a.m. The City anticipates selecting up to three qualified consultants to execute initial three-year agreements through June 30, 2029, with optional one-year extensions through June 30, 2031. The aggregate total agreement amount for the initial three-year term is $5.2 million, split among selected consultants. The City has identified approximately $96.2 million in combined water and sewer capital improvement budgets across fiscal years 2025/26 through 2029/30 for potential project assignments. Scope covers on-call construction management and inspection services for water system projects (water distribution improvements, groundwater supply, pump station rehabilitation, tank rehabilitation, emergency power improvements) and sewer system projects (pipe replacement, lining, manhole repairs, lift station improvements, siphon replacement). Qualified consultants must demonstrate prior comparable on-call project experience and submit detailed descriptions of a minimum of three projects completed within the past five years. Compensation is time-and-materials on an hourly basis with rates specified in the fee schedule. Individual work authorizations will specify project-specific not-to-exceed amounts with rates locked for the project duration. Consultant hourly rates may be adjusted annually effective July 1, limited to the 12-month percentage change in the Consumer Price Index for the San Francisco-Oakland-Hayward area, not to exceed four percent annually, subject to City approval. Travel time, mileage, vehicles, and meal reimbursement must be incorporated into hourly rates. Selected consultants must obtain a City of Pleasanton business license and maintain comprehensive insurance including commercial general liability ($2 million per occurrence / $4 million aggregate), automobile liability ($2 million each accident), workers' compensation, and professional liability ($2 million per claim / aggregate) with three-year tail coverage. Optional interviews are scheduled for the week of November 9, 2026, with final consultant selections by November 16, 2026, and City Council authorization anticipated by December 15, 2026. Statements of Qualifications must be submitted via email to pleasantoncityclerk@cityofpleasantonca.gov and copied to rlee@cityofpleasantonca.gov.
