RFQ Summary: On-Call Water & Sewer Construction Management and Inspection Services
This Request for Qualifications (RFQ) is issued by the City of Pleasanton Public Works Department's Utility Division for professional construction management and inspection services on various water and sewer capital improvement projects. The City seeks to secure on-call consultant services for water system projects (including water distribution improvements, groundwater supply, pump station rehabilitation, tank rehabilitation, and emergency power improvements) and sewer system projects (including pipe replacement, lining, manhole repairs, lift station improvements, and siphon replacement). The City anticipates selecting up to three qualified consultants to execute initial three-year agreements from fiscal year 2026/27 through 2028/29, with optional one-year extensions through June 30, 2031. The aggregate total agreement amount for the initial three-year term is $5,200,000, split among selected consultants. Statements of Qualifications must be submitted by October 28, 2026, at 11:00 a.m. via email to pleasantoncityclerk@cityofpleasantonca.gov and copied to rlee@cityofpleasantonca.gov. The anticipated selection schedule includes optional interviews the week of November 9, 2026, final consultant selections by November 16, 2026, and City Council authorization by December 15, 2026.
Compensation is structured on a time-and-materials basis with hourly rates specified in the fee schedule. Consultant hourly rates may be adjusted annually effective July 1, limited to the 12-month percentage change in the Consumer Price Index for the San Francisco-Oakland-Hayward area, not to exceed four percent annually, subject to City approval. Individual work authorizations will specify project-specific not-to-exceed amounts with rates locked for the project duration. Reimbursement for travel time, mileage, vehicles, and meals must be incorporated into hourly rates. Selected consultants must obtain a City of Pleasanton business license and maintain comprehensive insurance including commercial general liability ($2,000,000 per occurrence/$4,000,000 aggregate), automobile liability ($2,000,000 each accident), workers' compensation, and professional liability ($2,000,000 per claim/aggregate) with three-year tail coverage. Consultants must demonstrate prior comparable on-call project experience and submit detailed descriptions of minimum three projects completed within the past five years. The City has identified approximately $96.2 million in combined water and sewer CIP budgets across fiscal years 2025/26 through 2029/30 for potential project assignments.

STATEMENT OF QUALIFICATIONS EVALUATION
Evaluation Process:
1. All SOQs will be evaluated by a City selection committee (Committee). The Committee will be composed of City staff and other parties that may have expertise or experience.
The Committee will review the submittals and will rank the Consultants. The evaluation of the SOQs shall be within the sole judgment and discretion of the Committee. All contacts during the evaluation phase shall be through the City Contract Administrator/Project Manager only. Consultants shall neither contact nor lobby evaluators during the evaluation process. Attempts to contact members of the Committee may jeopardize the integrity of the evaluation and selection process and risk possible disqualification of Consultant.
2. The Committee will evaluate each statement of qualifications meeting the qualification requirements set forth in this RFQ. Consultants should bear in mind that any SOQs that is unrealistic in terms of the technical or schedule commitments may be deemed reflective of an inherent lack of technical competence or indicative of a failure to comprehend the complexity and risk of the City’s requirements as set forth in this RFQ.
3. The selection process may include oral interviews if the Consultant scores in the top ranking of SOQs evaluated. If interviews are conducted, the Consultant will be notified of the time and place of oral interviews and if any additional information that may be required to be submitted.
4. The City reserves the right to make the final Consultant ranking and determine the selected consultant based solely upon evaluation of SOQs and without short-listing Consultants or conducting oral interviews, should it find it to be in its interest to do so.
5. The City will enter into negotiations with the selected Consultants. The negotiations will finalize the scope of work, agreement schedule, and fee schedules for 2026 and 2027. If the City is unable to reach an acceptable agreement with the selected Consultant, the negotiations will be terminated and negotiations with the next ranked Consultant will be initiated.
6. Upon successful agreement negotiations, staff will recommend an agreement be executed. Final authority to execute the agreement rests with the City Manager and requires authorization by the City Council.
Evaluation Criteria:
SOQs will be evaluated according to each evaluation criteria and scored on a zero- to five-point rating. The scores for all the evaluation criteria will then be multiplied according to their assigned weight to arrive at a weighted score for each statement of qualifications.
A SOQ with a high-weighted total will be deemed of higher quality than a SOQ with a lesser-weighted total. The selection process final maximum score for any consultant is one hundred (100) points.
