About this opportunity
The City of Dallas is requesting proposals for on-call airport planning and advisory services for the Department of Aviation, with proposals due August 7, 2026 at 1:00 PM. A pre-solicitation conference is scheduled for July 22, 2026 at 2:00 PM via Microsoft Teams. The DRIVE Policy applies with an SBE participation goal (specific percentage not yet determined); contractors must demonstrate good faith effort to meet the established participation goal as a prerequisite for City Council award.
The scope encompasses airport master planning, NEPA environmental compliance, project planning and feasibility studies, facility planning, landside and airside planning, operational planning, and stakeholder coordination for Dallas Love Field, Dallas Executive Airport, and the Vertiport. The primary focus is the Love Field Expansion Airport Program (LEAP), a multi-year capital initiative encompassing 14 infrastructure projects across terminal, airside, landside, and support facility domains. Minimum qualifications require proposers to have provided FAA airport master planning and NEPA services for large, complex airport capital programs in constrained operational environments for a minimum of 10 years.
The contract will be awarded for an initial five-year term with two one-year renewal options. Pricing shall be firm throughout the initial contract term, with adjustments considered only at renewal or extension. This is a not-to-exceed consulting contract with delivery orders issued on an as-needed basis according to annual budget appropriations. Contract value is not stated.
Evaluation criteria are firm experience and qualifications (15 points), team identification and organization (25 points), approach and methodologies (30 points), specialized capabilities (10 points), and DRIVE policy compliance (20 points). Proposals must not exceed 35 pages and include detailed firm experience, team qualifications and organizational structure, approach and methodology, and specialized capabilities. Required forms include business information, conflict of interest documentation, local preference affidavits, living wage affidavits, SBE utilization plans, and workforce impact documentation. Questions are due July 29, 2026 at 10:00 AM. Proposals must be submitted electronically through the City's Bonfire solicitation portal; late submissions will not be accepted.
