About this opportunity
Maryland's State Highway Administration (SHA) is requesting proposals for Omnissa maintenance support for Horizon and Workspace One, with bids due March 23, 2026 by 2:00 PM through the eMaryland Marketplace Advantage system. This is a Small Business Reserve (SBR) procurement restricted to certified small business vendors, and only Master Contractors currently awarded contracts under the Commercial Off-the-Shelf Software (COTS 2012) master contract (060B2490021) are eligible to bid.
SHA operates up to 500 usable workstations in its Virtual Desktop Infrastructure (VDI) environment, with at least 350 concurrent daily users. The procurement is critical to maintain ongoing technical support for VDI and Workspace One; loss of Omnissa support would eliminate vendor backing for these systems. The scope covers two line items: 14 units of Omnissa Horizon Universal with VVF for VDI (Add-on to Core) at 10 concurrent users, and 1 unit of Omnissa Horizon Universal with VVF for VDI (Core) at 50 concurrent users. Both line items include 12-month production support on prepaid terms.
Responsive bids must include the Manufacturer's Suggested Retail Price screenshot, estimated ship dates and lead times, virus-free software certification, and all applicable software licensing agreements, End User License Agreements, Enterprise License Agreements, and Acceptable Use Policies. Pricing must remain valid for at least 90 days following the proposal due date, with annual charges provided at per-year rates. The contract term is 12 months. Place of performance is SHA's facility at 707 N. Calvert Street, Baltimore, Maryland 21202. Questions are due March 19, 2026 by 2:00 PM EST. Award will be made to the responsive and responsible vendor offering the most advantageous proposal considering price and conformance with scope of work. Invoicing contact is Edward Wittman at EWittman@mdot.maryland.gov; primary agency point of contact is Kimberly Anderson at 410-545-8664.
Opportunity text
The Office of Information Technology is requesting to purchase Omnissa maintenance support for Horizon and Workspace one. The reason for this purchase is to license and support our Current Virtual Desktop infrastructure that has up to 500 usable workstations. Currently, during the day, at least 350 people use the service for everyday workstation and application needs. Without Omnissa, SHA would lose support for VDI and WS1.
