About this opportunity

The New York State Education Department (NYSED) is requesting proposals for a Software as a Service (SaaS), low-code, cloud-based forms management platform to modernize the Office of College and University Evaluation and related program offices, with proposals due October 13, 2026. This is a single-award procurement with M/WBE participation goals required under one of three compliance methods defined in the RFP.

The scope encompasses migration and integration of legacy systems—including Access databases, web pages, a forty-year-old Unisys mainframe, and network storage—into a modern cloud platform capable of automating business processes, improving records management, and interfacing with multiple internal and external NYSED systems. The platform must support major program offices including the Office of College and University Evaluation (OCUE) within the Office of Higher Education and the Professional Education Program Review (PEPR) unit within the Office of the Professions.

The contract term runs from January 1, 2027 through August 31, 2032. Subcontracting is limited to 30% of the total contract budget; subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel. OutSystems Inc. held an identical or substantially similar contract within the past five years, indicating potential incumbent familiarity with the environment.

The RFP, submission documents, cost proposal form, and supporting attachments are posted to NYSED's Funding Opportunities webpage. No estimated contract value is disclosed in the source. Questions due date and pre-proposal conference details are not specified in the excerpt provided.
