About this opportunity
The Ohio Department of Commerce, Division of the State Fire Marshal is soliciting bids for roof and wall repairs to eliminate water leaks at its main Administrative building, with bids due June 17, 2026.
The scope addresses water infiltration in two brick wall sections—the cafeteria west wall and the Building and Specialty Trade Regulation (BUSTR) south wall—by installing metal siding panels similar to a previously completed repair (PO00165669) that proved successful. Work includes safety setup and scaffolding; removal of existing termination bars, coping, and HVAC shutoffs; installation of new wood blocking and self-adhered TPO membrane tied into existing roof TPO; mechanical fastening of hat channel to precast brick; and fabrication and installation of 24-gauge standard color flashing metal and inside corner components. The scope specifies that HVAC unit power shutoffs and removal require a licensed electrician. The project aims to fortify the building envelope to prevent interior water damage and reduce energy costs for climate conditioning. Prior water damage has necessitated multiple ceiling tile replacements in the cafeteria and has ruined wooden furniture.
The work is budgeted for Fiscal Year 2027. Place of performance is the Division's main Administrative building in Franklin County, Ohio. A justification document with photographs and detailed specifications is attached to the solicitation.

Update #1 ·
The Ohio Department of Commerce, Division of the State Fire Marshal is soliciting bids for: Roof and Wall Repairs
There are two (2) sections of brick walls of the main ADMIN DSFM building that leak when prevailing rains persist. A different section of wall had new metal panels installed two years ago and has proven to be a successful solution to the water that was breaching in the building. This request is to perform a similar fix on two separate wall sections (cafeteria west and BUSTR south walls) to cover the existing wall with metal siding to ensure the exterior-facing wall is waterproof. This will fortify the building's envelope (the physical barrier for extreme temperatures and rain) which results in a dry interior and the potential for a reduction in energy for climate conditioning. The leaks have resulted for the need for multiple changes of ceiling tiles in the cafeteria and has proven to ruin some wooden furniture due to water damage. Similar to the project completed a few years ago on a different wall (PO00165669), these metal panels shall be correctly tied-in to the roof's coping cap. (See justification document for further explanation, pictures, and specifics). Cafe wall scope to should include, but is not necessarily limited to: • Set up safety perimeters and scaffolding • Remove termination bar at base of wall • Remove current coping at top of wall • Install new wood blocking at top of wall • Adhere new self-adhered TPO to wood blocking and tie into existing TPO • Turn off power to two (2) 2 HVAC units with shutoffs on wall (licensed electrician needed) • Remove HVAC shutoffs from wall and set on roof membrane (licensed electrician needed) • Mechanically fasten new varying size hat channel to precast brick wall to ensure new wall panels are as straight as possible • Fabricate and install new 24 ga standard color flashing metal as new membrane termination • Fabricate and install new 24 ga standard color inside corner tying into existing metal panels • Mechanically fasten new 24 ga standard color R Panel horizontally to hat channel at manufacturer required interval • Fabricate and install new 24 ga standard color j channel with cap at all panel joints • Fabricate and install new 24 ga standard color outside corner • Attach HVAC shutoffs to new panels and restore power (licensed electrician needed) • Fabricate and install new 24 ga standard color coping cap • Tie into existing coping cap at inside and outside corners • Fabricate box for antenna cable through R panel • Extend through wall exhaust vent • All trash is to be removed and hauled off site by vendor • Vendor to make any patches/repairs to roof that are a result of this work BUSTR wall scope to should include, but is not necessarily limited to: • Set up safety perimeters and scaffolding • Remove termination bar from EPDM membrane at base of wall • Remove current coping at top of wall • Install new wood blocking at top of wall • Adhere new EPDM flashing to wood blocking and tie into existing EPDM membrane • Fabricate and install new 24 ga standard color flashing metal into EPDM membrane as new termination • Mechanically fasten new hat channel to precast brick walls • Mechanically fasten new 24 ga standard color R Panel vertically to hat channel at manufacturer required intervals • Fabricate and install new 24 ga standard color outside corners • Fabricate and install new 24 ga standard color inside corners • Fabricate and install new 24 ga standard color windowsills at top, side and bottom • of windows • Fabricate and install new 24 ga standard color mullion • Fabricate and install new 24 ga standard color coping cap • Tie into existing coping cap at corners • All trash is to be removed and hauled off site by vendor • Vendor to make any patches/repairs to roof that are a result of this work Mandatory Site Visit Monday June 8th- Friday June 12th between 8am and 3:30pm- contact below .
