About this opportunity
The Pennsylvania Office of Attorney General (OAG) is soliciting an Invitation to Qualify (ITQ) for statewide Environmental Crimes contract services, designated as ITQ #4400033770, with a posted date of January 23, 2026. This procurement encompasses ten UNSPSC commodity codes covering specialized environmental investigation services including environmental test kits and supplies, environmental reagents and solutions, logging instruments for water wells, land preparation services, environmental monitoring, pollution investigation services, pollution tracking and monitoring and rehabilitation, air pollution monitoring and measurement services, soil pollution measurement and monitoring, surface water and groundwater pollution monitoring and control services, and environmental laboratory services. Qualified contractors will be eligible to respond to future Requests for Quotes (RFQs) to support environmental criminal investigations across all 67 Pennsylvania counties, including services such as water, soil, and waste sampling; excavation; laboratory analysis; soil boring; and geotechnical surveying related to violations of state environmental laws and Commonwealth water pollution. Contractors must demonstrate a minimum of two years of experience in their selected commodity codes and submit comprehensive qualifications including company background documentation, professional licenses or certifications, project descriptions from the last two completed projects, current insurance certificates for Worker's Compensation, Public Liability and Property Damage coverage, and a capability statement demonstrating ability to manage multiple concurrent events and provide services during non-business hours and emergency situations. Required submissions also include Iran Free Procurement, Worker Protection and Investment, Lobbying, Domestic Workforce Utilization, and Russia Belarus certifications, along with certifications that personnel have not been arrested or convicted of environmental crimes or crimes involving moral turpitude, business honesty, or integrity, nor suspended or debarred from government contracts. Evaluation of subsequent RFQ responses will be conducted using a Best Value scoring method considering service proposals, timelines, and pricing competitiveness. The ITQ has a due date listed as December 31, 9999, indicating this is an open-ended qualification opportunity.
The procurement documents do not specify any set-aside designations or restrictions limiting responses to particular categories of organizations such as disadvantaged enterprises, minority-owned businesses, or woman-owned businesses. No incumbent vendors or current contractors are identified in the solicitation materials. Contractors selected through this ITQ will be awarded a blanket contract framework establishing them as qualified vendors, though award of the ITQ contract does not guarantee that any business will be awarded through subsequent RFQs issued by Commonwealth agencies. There are no specific contract award values or budget ranges disclosed in the available solicitation materials; pricing will be negotiated on a project-by-project basis through individual RFQ responses evaluated on competitiveness and best value. All products supplied must be new or remanufactured unless otherwise specified by the Commonwealth. Additional documentation, instructions, and detailed qualification requirements are available on the OAG procurement website at https://www.attorneygeneral.gov/procurement/.
