About this opportunity

The State of Colorado Department of Military and Veterans Affairs is requesting qualifications for architectural/engineering/consulting services to revise the Colorado Army National Guard Master Plan for Joint Forces Headquarters (JFHQ), with qualifications due August 11, 2026 at 10:00 a.m. A mandatory pre-submittal conference and site tour were held July 16, 2026. Colorado labor must comprise at least 80 percent of work performed, calculated on total taxable wages and fringe benefits paid to Colorado residents.

The scope encompasses development of a comprehensive master plan applying Department of Army standards for the 15.78-acre, 91,401-square-foot JFHQ facility at 6848 South Revere Parkway in Centennial, Colorado. Required deliverables include visioning sessions, existing-conditions analysis, facility-utilization studies, three separate site-development options, and a final integrated master plan addressing spatial relationships, sustainability, anti-terrorism requirements, and phased implementation over 25 years. The plan must follow the Unified Facilities Criteria (UFC) 2-100-01 Installation Master Planning process across six phases: baseline conditions, vision formulation, design charrettes, approvals finalization, implementation and operationalization, and review and refinement.

Minimum qualifications include two years of operation under the same business name, demonstrated experience on at least two similar projects within the past five years using Colorado office expertise, and attendance at the mandatory pre-submittal conference. Respondents must accept the standard Consultant Contract terms without reservation and complete the Acknowledgment and Attestation Form.

The estimated project cost is $150,000. Short-listed firms (three to four) will be invited to oral interviews the week of August 18, 2026, with selection announced August 21, 2026. Design start is anticipated October 1, 2026, with construction running October 1, 2026 through April 30, 2027. Evaluation criteria include project team qualifications, firm capabilities, prior experience, project approach, equity and diversity initiatives, work location proximity, energy modeling capability, commissioning experience, and demonstrated history of attempting to partner with Service-Disabled Veteran Owned Small Businesses and HUBZone entities. Buy Clean Colorado requirements apply if project construction value exceeds $500,000, requiring Environmental Product Declarations meeting global warming potential limits.
