About this opportunity
The Colorado Department of Military and Veterans Affairs is soliciting qualifications for architect-engineer services to revise the Master Plan for the Colorado Army National Guard Joint Forces Headquarters facility in Centennial, with prequalification submittals due August 11, 2026, and a mandatory pre-submittal conference and site tour on July 16, 2026.
A preference for Colorado resident vendors and Colorado labor applies, with a requirement that at least 80 percent of work be performed by Colorado residents under C.R.S. 8-17-101. Respondents must have no prior State terminations for non-performance, continuous operation under the same business name for two years, and demonstrated design experience on at least two similar projects within the past five years utilizing Colorado office resources. Attendance at the mandatory pre-submittal conference is required.
The scope encompasses a comprehensive Master Plan revision of the 23.75-acre JFHQ site (6848 S. Revere Parkway, Centennial), including administration space, readiness center, administrative building with state leadership offices, and ancillary facilities. Deliverables include a facility utilization study with space requirement analysis, development of a minimum of three site development options through design charrettes with stakeholders, and comprehensive Master Plan documentation with implementation strategies, all prepared to Department of the Army standards under Unified Facilities Criteria 2-100-01 and National Guard regulations.
The estimated project cost is $150,000, with pricing to be negotiated following selection. The anticipated contract start date is October 1, 2026, with design completion targeted for April 30, 2027. The Buy Clean Colorado Act applies if project costs exceed $500,000, requiring Environmental Product Declarations meeting maximum global warming potential limits for eligible materials. Short-listed firms will be notified by August 14, 2026; oral interviews will occur the week of August 18, 2026; and final selection will be announced August 21, 2026. Evaluation criteria include project team qualifications and experience, firm and team capabilities, prior experience on similar projects, project approach methodology, equity and diversity initiatives, and work location proximity to the project site.
