About this opportunity
The State of Colorado Department of Military and Veterans Affairs is requesting qualifications for architectural and engineering services to develop a comprehensive Real Property Development Plan for the Colorado Army National Guard, with qualifications due July 31, 2026 and a mandatory pre-submittal conference and site tour on July 14 at COARNG headquarters in Centennial. Colorado labor must constitute at least 80 percent of the work performed — a binding local-workforce requirement that filters eligibility.
The scope is analysis and update of the 2001 RPDP across 35 COARNG sites containing over 95 structures statewide. Deliverables include analysis of existing real property inventory, site development plans, architectural theme studies, environmental baseline surveys, and a consolidated master plan incorporating executive summaries, vision plans, capital investment strategies, and digitized products in AutoCAD, GIS, and Adobe formats. The Buy Clean Colorado Act applies, requiring Environmental Product Declarations meeting maximum acceptable global warming potential limits for eligible materials (asphalt, cement, concrete, glass, steel, and wood structural elements).
Minimum qualifications include no prior termination by the State for non-performance, continuous operation under the same business name for at least two years, demonstrated design experience on at least two similar-scope projects within the past five years utilizing Colorado office staff, mandatory attendance at the pre-submittal conference, and completion of the Acknowledgment and Attestation Form. Evaluation criteria emphasize project team qualifications, firm and team capabilities, prior relevant experience with current owner references, project approach methodology, equity and diversity initiatives, and work location proximity.
The estimated project cost is $600,000. Design work runs October 1, 2026 through September 30, 2028. A short list of qualified firms will be announced August 5, with oral interviews during the week of August 11 and final selection announced August 18. Contract negotiation is anticipated to begin September 1, 2026. Three to four firms will be invited to oral interviews. All submittals become property of the State and will not be returned; late submittals are rejected without consideration.
