About this opportunity
The Colorado Department of Military and Veterans Affairs is requesting qualifications for architectural/engineering/consulting services to develop a comprehensive master plan for the Colorado Army National Guard Pueblo West facility, with prequalification submittals due July 31, 2026 at 10:00 a.m. A mandatory pre-submittal conference and site tour occurred on July 15, 2026 at 6848 South Revere Parkway, Building 248, in Centennial, Colorado.
Colorado labor must comprise at least 80 percent of work performed under Colorado Revised Statutes 8-17-101. Respondents must attend the mandatory pre-submittal conference, demonstrate design experience on at least two similar-scope projects within the past five years using Colorado office expertise, maintain continuous operation under the same business name for two years, and confirm via signed Acknowledgment and Attestation Form that proposed Consultant Contract terms (Colorado Form SC-5.3) are acceptable without reservation.
The scope involves developing a minimum of three alternative site development options through design charrettes for a 35.35-acre property at 221 N Purcell Boulevard, Pueblo West, Colorado. The master plan will evaluate two facilities: a Vehicle Maintenance Shop/Facilities Maintenance facility (federally funded, FY31 construction) and a Readiness Center requiring 25 percent state match and 75 percent federal funding (FY34 construction, total project cost $40.85 million). The readiness center requires LEED Gold or equivalent certification; the maintenance shop requires LEED Silver. Work must comply with Department of the Army standards and Unified Facilities Criteria (UFC) 2-100-01.
The estimated project cost is $150,000. Anticipated design start is October 1, 2026. Short-listed firms will be announced August 5, 2026. Oral interviews are anticipated for the week of August 18, 2026, with final selection announced August 21, 2026. The evaluation process uses a two-step selection: written prequalification submittals scored on project team qualifications, firm/team capabilities, prior experience, project approach, equity/diversity/inclusion initiatives, and work location proximity; followed by mandatory oral interviews for three to four short-listed firms. Addendum #1 released July 22, 2026 addresses 29 contractor questions and clarifies project scope, funding structure, and labor compliance requirements.
