About this opportunity
The Colorado Department of Military and Veterans Affairs is requesting qualifications for architectural/engineering/consulting services to develop a comprehensive Master Plan for the Colorado Army National Guard Pueblo West facility, with qualifications due July 31, 2026, and a mandatory pre-submittal conference and site tour on July 15, 2026, at 10:00 AM in Centennial. Colorado labor must comprise at least 80 percent of the work performed per C.R.S. 8-17-101, and the Buy Clean Colorado Act requirements apply, mandating Environmental Product Declarations meeting specified global warming potential limits for eligible materials.
The scope encompasses development of a 25-year Master Plan with a 5-year snapshot for the 35.35-acre Pueblo West property at 221 N Purcell Boulevard, Pueblo West, Colorado. Deliverables include minimum three separate site development options generated through design charrettes with stakeholders and a detailed Master Plan document addressing spatial relationships, sustainability, anti-terrorism force protection criteria, utility assessments, and phasing strategies. The facility will include a 24,770 square foot Surface Equipment Maintenance Facility and a 37,374 square foot National Guard Readiness Center with associated infrastructure.
The estimated project cost is $150,000. The contract will be structured under Colorado's standard Consultant Agreement (Form SC-5.3) with fixed not-to-exceed compensation and reimbursable expenses specified in Exhibit A, monthly payments due within forty-five days, and termination for convenience available with thirty days' written notice.
Minimum qualifications include proof the firm has not been previously terminated by the State for non-performance, has operated under the same name for at least two years, demonstrates design experience on at least two similar projects within the past five years using Colorado office expertise, and attendance at the mandatory pre-submittal conference. Evaluation criteria include project team qualifications and experience, firm capabilities including energy modeling, prior experience with comparable scope and complexity, project approach addressing budget and schedule, equity and diversity initiatives, and work location proximity to the project area. Short-listed firms will participate in oral interviews during the week of August 18, 2026, with selection announcement anticipated August 21, 2026, and design start on October 1, 2026.
