About this opportunity
The Connecticut Department of Mental Health and Addiction Services (DMHAS), in collaboration with the Department of Social Services (DSS), is requesting proposals for a nursing home provider to serve 45 beds for individuals in state care who are challenging to place, with proposals due September 23, 2026.
The target population includes individuals transitioning from correctional facilities, those with criminal justice involvement, and individuals stepping down from higher levels of care provided by DMHAS. Prospective providers must meet PASRR (Preadmission Screening and Resident Review) requirements for nursing facility level of care and demonstrate clinical qualification, established connections to local behavioral health and corrections services, and capability to work effectively across systems.
The scope encompasses nursing home level of care operations for a 45-bed facility. The state will eventually contract with a single provider to deliver this service, though the RFP does not specify an initial contract term, estimated value, or phased timeline for bed implementation.
The source material includes an attached RFP from the Town of Canton for separate planning consultant services unrelated to the nursing home procurement—this appears to be a file classification or administrative error and should not be treated as part of the DMHAS nursing home opportunity.
