About this opportunity

The City of Sacramento is requesting bids for landscape maintenance services covering horticultural maintenance, integrated pest management (IPM), irrigation operation and repair, and plant replacement across multiple sites in Sacramento County and San Francisco, with bids due September 29, 2026. The contractor must hold a California C27 Landscape Maintenance Contractor license and demonstrate a minimum of two years of experience providing landscape maintenance for large-scale commercial or governmental agencies.

Additional required credentials include a Qualified Applicators License or Maintenance Gardener Certificate registered with the Sacramento County Agriculture Commissioner. No subcontracting of maintenance services or pesticide applications is permitted; the contractor must staff a full-time management representative available during business hours, field supervisors on-site during all work, at least one full-time employee capable of irrigation system testing and repairs, and at least one full-time employee holding appropriate pesticide application credentials.

Work encompasses turf maintenance (mowing, edging, fertilization, weed control), tree and shrub pruning and disease management, groundcover maintenance, debris removal, irrigation system monitoring and maintenance, and chemical application. The contractor must comply with Sacramento City Code Chapter 13.04 water conservation requirements, including odd/even irrigation schedules and green waste recycling.

Performance is subject to weekly inspections by a designated Streetscapes Maintenance Inspector with a tiered correction system: "Needs Improvement" ratings require correction within seven calendar days, and "Unsatisfactory" ratings require correction within 48 hours. Consecutive unsatisfactory ratings trigger a "Failure to Comply" notice with financial deductions from monthly service fees. Payment is contingent upon satisfactory delivery verified by the Inspector. The contractor must maintain all licenses and certifications throughout the contract term, supply all required safety equipment and PPE, comply with OSHA and Cal-OSHA regulations, and provide a 24-hour emergency contact with thirty-minute response capability. The City reserves the right to add, delete, or modify maintenance sites and services during the contract term, with cost adjustments by mutual amendment.
