About this opportunity
State University of New York Downstate Health Sciences University is requesting qualifications from architectural and engineering design firms for full professional services to renovate the Nuclear Medicine Suite (A2-623) in University Hospital's Second Floor Radiology Department, with proposals due October 7, 2026 and a mandatory walkthrough on September 16, 2026. The procurement carries subcontracting participation goals of 6% for Service-Disabled Veteran-Owned Businesses, 16% for Minority Business Enterprises, and 14% for Women Business Enterprises.
The scope encompasses design services from predesign through construction administration to accommodate upgraded imaging equipment in the existing space. Services include surveying existing conditions and documentation, code-compliance modifications to space and infrastructure, cost estimating, and design and coordination services enabling temporary placement of diagnostic imaging equipment in a trailer on an adjacent street during construction to maintain patient care continuity. The selected consultant will coordinate with other consultants and regulatory agencies and provide construction-phase administration.
The estimated project budget is approximately $4 million covering design, construction, and equipment combined; this is not a contracted amount and may be modified by SUNY Downstate. No cost proposals are to be submitted with qualifications — fee negotiation will occur after consultant selection. The design phase is expected to be completed within 12 months or less. The successful consultant must provide certificates of insurance with limits no less than $2 million per claim and comply with New York State Finance Law, Executive Order requirements, equal employment opportunity standards, and consultant-services reporting.
Proposals must be submitted as five bound copies plus one USB flash drive containing PDF copies. Questions are due by 2:00 PM on September 23, 2026, with responses issued by September 29. Firms must notify Sophia Brinnius at sophia.brinnius@downstate.edu by 1:00 PM on September 10 if attending the mandatory walkthrough. The walkthrough is at 450 Clarkson Avenue, Brooklyn, NY 11203, with attendees requested to arrive by 9:50 AM. No incumbent is identified for this engagement.
