The specified deliverable is one Woodward 3151A Water Valve with EML-100 Actuator (Part Number 40187), new, complete, and ready-for-use, accompanied by manufacturer certification of conformance. This is a single-source specification. Delivery must occur Monday through Friday between 6:30 a.m. and 4:00 p.m. at City of Pasadena Power Plant Gate #7, 85 East State Street, Pasadena, California 91105, with 24 hours' notice required prior to delivery. All bid pricing, including shipping and applicable taxes, must be entered in the City's eProcurement Portal, with delivery charges included in unit prices. Bidders must provide a 5 percent bid bond and submit a UEI (Unique Entity Identifier) from SAM.gov; failure to submit the UEI renders the bid non-responsive. Successful bidders must comply with Equal Employment Opportunity requirements, submit IRS Form W-9, obtain a Pasadena Business License if applicable, and comply with the City's Living Wage Ordinance for contracts exceeding $25,000. The project is subject to FEMA requirements and California Public Contract Code Section 9204 claims procedures. Bid validity is 180 days from opening.
