About this opportunity
Capital Metropolitan Transportation Authority (CapMetro) is issuing a Notice of Intent for a sole-source contract to Camber Operating Company for Battery Electric Bus (BEB) charging infrastructure maintenance and repair services, with unsolicited proposals due by 3:00 p.m. prevailing local time (Austin) on September 28, 2026. If no responses are received by this deadline, CapMetro will proceed with the sole-source award to Camber.
The scope encompasses repair, maintenance, active monitoring, and alarm response for CapMetro's existing BEB charging equipment. Services will follow best practices, industry standards, and manufacturer-prescribed procedures to ensure operating capability of all charging systems and fleet readiness. Performance spans multiple locations within Travis County and the City of Austin.
Camber is identified as the sole source based on its status as the current service provider possessing proprietary and specialized technical knowledge of CapMetro's charging infrastructure, including equipment, communication systems, software interfaces, diagnostics, operating requirements, safety protocols, and maintenance standards. CapMetro states that Camber is uniquely positioned to provide immediate and uninterrupted maintenance support critical to maintaining charging station reliability and continuity of transit operations. The sole-source justification is premised on FAR 13.106-1(b)(2), citing that only one responsible source is reasonably available to satisfy agency requirements.
The contract will be structured as a fixed-price agreement. Unsolicited proposals should be submitted to Deborah Knutson, Contracts Administrator, at 2910 East 5th Street, Austin, Texas 78702, or via email at deborah.knutson@capmetro.org.
