About this opportunity

The Capital Metropolitan Transportation Authority (CapMetro) has issued a Notice of Intent to Award a sole-source contract to Camber Operating Company for repair and maintenance services on Battery Electric Bus charging equipment, with unsolicited proposals from other responsible sources due by September 28, 2026 at 3:00 p.m. local time.

This is a sole-source procurement under FAR 13.106-1(b)(2). CapMetro justifies the sole-source award on the grounds that Camber possesses proprietary and specialized technical knowledge of CapMetro's charging infrastructure, including equipment specifications, communication systems, software interfaces, diagnostics, operating requirements, safety protocols, and maintenance standards. Camber's role as the incumbent service provider uniquely positions it to deliver immediate and uninterrupted maintenance support.

The scope encompasses repair and maintenance of Battery Electric Bus charging equipment, with a primary objective of ensuring operating capability of charging systems for the electric bus fleet and a secondary objective of active monitoring, maintenance, and response to alarms indicating operability or connectivity issues. Maintenance and repair requirements will follow best practices, industry standards, and manufacturer-prescribed procedures. The means and methods are to be determined by these standards and procedures.

The contract will be structured as a fixed-price agreement. Place of performance is throughout the Austin metropolitan area, spanning multiple FIPS-coded jurisdictions within Travis County and the City of Austin.

CapMetro is accepting unsolicited proposals from other responsible sources that believe they can meet all requirements; if no responses are received by the September 28 deadline, CapMetro will proceed with award to Camber. Unsolicited proposals should be submitted to Deborah Knutson, Contracts Administrator, at deborah.knutson@capmetro.org.
