About this opportunity

The City of Bend, Oregon is hosting an optional on-site informational session on an unspecified date for the Outback Facility Improvements Project, with a question deadline of August 1, 2026. The City plans to issue separate formal Requests for Proposals for design services and a Construction Manager/General Contractor (CM/GC) alternative delivery method for construction; this notice announces the informational session only, not yet the design or CM/GC RFPs themselves.

The scope encompasses design and construction of water pretreatment facilities and in-conduit hydroelectric generation facilities leveraging existing water diverted to the existing Water Filtration Facility, along with anticipated realignment of Forest Service Road 4606 at the Outback Site. The project is intended to ensure drinking water supply continuity during wildfire events in the watershed, power outages, and natural events causing heavy sediment loading in Bridge Creek that exceeds current treatment capacity.

The City has already selected an Owner's Representative to support its project management team through a prior Request for Proposals and holds Council approval for the CM/GC alternative delivery method. The informational session will cover project overview, anticipated procurement schedule, site access, and prospective proposer questions. Formal RFPs for design and the CM/GC contractor have not yet been released; this session is preparatory outreach to build a qualified proposer pool ahead of those solicitations.

The City has Council approval to use the Construction Manager/General Contractor (CM/GC) alternative delivery method for design and construction. The City plans to issue a formal Request for Proposals for design and a formal Request for Proposals for the (CM/GC) Contractor. To support transparency and engagement, the City will host an optional on-site informational session for prospective proposers.
