About this opportunity
The Texas A&M University System's Office of Facilities Planning & Construction is requesting qualifications for Testing, Adjusting, and Balancing (TAB) services to establish a master services agreement with multiple qualified contractors serving capital projects across the A&M System and member universities statewide, with qualifications due July 10, 2026 at 2:00 p.m. Central Time. A 2% Veteran Heroes United in Business (VetHUB) subcontracting goal applies, and all respondents—whether prime or self-performing—must submit a completed Subcontracting Plan to be considered responsive.
Services include pre-construction conference attendance, system balancing to National Environmental Balancing Bureau (NEBB) or Associated Air Balance Council (AABC) standards, typewritten data reports on specified forms, project quoting, and work performance under direction of a Texas Registered Professional Engineer. Respondents must hold current NEBB or AABC certification and identify a Texas-registered Professional Engineer with a minimum five years of TAB experience.
The initial agreement term is three years with options to renew for up to two additional one-year terms. The A&M System reserves the right to select multiple respondents to ensure service coverage across Texas, with individual project assignments determined on a case-by-case basis and documented through purchase orders with not-to-exceed fees. Pricing will be calculated from established unit rates and project-specific proposals submitted by respondents.
Respondents must carry minimum insurance: $1,000,000 workers' compensation, $1,000,000 auto liability, $2,000,000 commercial general liability aggregate, and $2,000,000 professional liability coverage. Reimbursable expenses for travel, lodging, and meals follow State of Texas rates. Payments are made by electronic direct deposit under the Texas Prompt Payment Act. Questions are due June 25, 2026, and addenda will be released by July 1, 2026. Submissions are electronic to soprocurement@tamus.edu.
