About this opportunity

Andrews Center, a Texas community mental health and intellectual/developmental disabilities (MH-IDD) center, issued a Request for Proposal seeking qualified public accounting firms to perform annual financial and compliance audits for the fiscal year ending August 31, 2026. The procurement requires comprehensive audit services conducted in accordance with Texas Health and Safety Code section 53.068, 40 Texas Administrative Code Chapter 1, Subchapter G, and HHSC's Guidelines for Annual Financial and Compliance Audits of Community MHMR Centers, including financial statement audits, compliance testing for federal and state programs under the Uniform Guidance (2 CFR Part 200), internal control evaluations, and single audit requirements. Eligible firms must maintain membership in an external quality control review organization, obtain an unqualified peer review within the past three years, demonstrate verifiable experience performing Community MH-IDD Center audits within the past three years, maintain no outstanding public or private reprimands from the Texas State Board of Public Accountancy or other state licensing boards, and be authorized to conduct business in Texas. Proposals must be submitted to Randa Haywood, Chief Financial Officer, at rhaywood@andrewscenter.com by March 31, 2026 at 5:00 p.m., with preliminary draft reports due by December 23, 2026, and final presentations to the Board of Trustees Finance Committee and full Board by January 26, 2027. Deliverables include 15 bound copies and one electronic PDF of the audit report, a management letter with constructive recommendations, work papers made available upon request, and presentations to the Board. Proposals must contain detailed technical and management components, including audit methodology, independence statements, external quality control organization membership details, peer review documentation, evidence of relevant client experience, audit team composition with educational backgrounds and professional licenses, and complete pricing information. Fieldwork scheduling will be mutually convenient between Andrews Center and the auditor.

The RFP does not specify set-aside designations or restrictions on organizational types eligible to respond. No incumbent vendors or current contractors are identified in the procurement documents. The initial contract covers fiscal year 2026, with potential renewal options for up to five additional one-year terms through fiscal year ending August 31, 2031, contingent on satisfactory performance and Board approval, and the contract is terminable for cause. No specific award value or budget range is listed in the available procurement documentation.
