About this opportunity

Burnet County, Texas is issuing a Request for Qualifications (RFQ) for professional engineering and project management services to implement a Senate Bill 3 (SB3) Outdoor Warning Siren system. The selected firm will be responsible for comprehensive project planning, grant coordination, intergovernmental liaison services with the municipalities of Burnet, Bertram, and Marble Falls, siren location optimization, procurement support, permitting, and monthly reporting to the Texas Water Development Board (TWDB). Key deliverables include a detailed project approach, documentation of relevant experience with flood sirens and TWDB-funded projects, professional team resumes demonstrating Professional Engineer licensure for key personnel, and past performance references. Evaluation will be conducted on a 100-point scale, allocating 40 points for relevant experience with flood sirens and TWDB projects, 30 points for key personnel qualifications, 20 points for project approach and timeline management, and 10 points for past performance and references. The submission deadline is May 6, 2026, at 10:30 AM (CST), with a question deadline of April 28, 2026, at 12:00 PM (CST); proposals must not exceed 25 pages and include a transmittal letter, firm profile, experience documentation, project team resumes, and technical approach narrative. The County will rank firms in a two-step selection process and subsequently negotiate contract terms with the top-ranked firm, with the contract being project-based through completion of the SB3 siren implementation.

Burnet County has established a Historically Underutilized Business (HUB) policy that encourages certified minority, women-owned, and disadvantaged business enterprises to participate in the procurement process. Professional fees for management services shall not exceed $50,000, with payment structured as reimbursement-based invoicing subject to grant funding availability from the Flood Infrastructure Fund administered by the TWDB. The selected firm must comply with Texas Uniform Grant Management Standards, maintain audit-ready records, and ensure all costs are allowable and properly documented. Respondents are required to submit numerous statutory compliance documents, including Texas Form 1295 (Certificate of Interested Parties), Conflict of Interest Questionnaires, SAM.gov registration verification, non-collusion affidavits, and various state and federal certifications regarding debarment, felony convictions, Iran/Sudan business restrictions, firearm discrimination, and Israel boycott compliance.
