About this opportunity
The Dallas Fort Worth International Airport Board is requesting bids on construction of a permanent Northwest Midfield security checkpoint featuring fully automated facial recognition technology, with bids due July 29, 2026.
The scope includes demolition of existing asphalt and ARFF Road pavement; construction of new concrete pavement widening the roadway south edge to accommodate two eastbound travel lanes (a through lane for biometrically cleared vehicles and a holding bay for vehicles requiring additional clearance); installation of two DPS parking stalls; raised concrete islands with curbing and bollards for traffic channeling and protection; CCTV cameras, facial recognition cameras and equipment, automated gate arms, and perimeter work lighting. The facial recognition system will cross-reference scanned individuals against DFW's Access Control data; authorized personnel proceed while others are redirected to a resolution lane for badge validation or DPS investigation. The existing checkpoint will be temporarily relocated on the ARFF Road west of the construction site to maintain operations during construction. Work takes place inside the Airport's Air Operations Area; the contractor must review all existing conditions and is responsible for developing a comprehensive "Dig Book" documenting underground utility and cable locations, with hand-digging protocols and utility protection procedures.
The contract term is 180 consecutive calendar days from Notice to Proceed, with Substantial Completion required within 120 calendar days and Final Completion within 60 additional calendar days. Work may occur 24 hours per day, 7 days per week, except aircraft parking apron and Object Free Area operations are limited to 23:00–04:00 hours. Multiple construction blackout dates extend through January 2031 for holiday periods and special events. Payment is structured as unit prices and lump sum items; mobilization costs cannot exceed 8 percent of the total base bid amount. The contractor must obtain identification badges, vehicle permits, and AOA access credentials at its own expense. Technical specifications are attached (PA2197 - Northwest Midfield Checkpoint - SPECS.pdf, 19 MB).
