About this opportunity

The Leon County-City of Tallahassee Blueprint Intergovernmental Agency is requesting proposals for civil engineering design services on the Northwest Connector Corridor Tharpe Street Project, with proposals due October 29, 2026, and a mandatory pre-proposal meeting on October 1, 2026. A project-specific Minority Women Business Enterprise participation goal of 5% aggregate is mandated; firms unable to meet this threshold must submit Good Faith Effort documentation to remain responsive.

The scope covers approximately 2.62 miles of Tharpe Street extending from Capital Circle NW (State Road 263) to Ocala Road in northwest Tallahassee. Design services include field survey, engineering design, utility coordination, permitting, and construction plans. The roadway, currently a two-lane undivided facility classified as an urban minor arterial, will be improved to a two-lane configuration with curb and gutter, ten-foot sidewalks on both sides, landscape strips, and closed drainage system, reflecting the preferred design alternative from the May 2026 Project Development and Environmental Study.

This procurement is conducted under the Consultants' Competitive Negotiations Act (CCNA), Section 287.055, Florida Statutes, and does not request price proposals. Evaluation is based solely on qualifications and technical criteria, scored as follows: executive summary (10 points), references (5 points), technical proposal (75 points), MWBE participation (10 points), and potential presentation performance (up to 10 points), for a maximum of 102 points. The Agency will award a single contract to the highest-ranked firm and reserves the right to negotiate with subsequent firms if necessary. Public evaluator scoring is anticipated for November 19, 2026, with potential oral presentations scheduled for December 1–4, 2026. Contract execution is anticipated for December 2026 and remains in effect through project completion.

Required insurance includes Commercial General Liability ($1,000,000 per occurrence), Professional Liability ($1,000,000 per project), Workers' Compensation, and Business Automobile Liability ($1,000,000 per accident).
