About this opportunity
The Shreveport Airport Authority is requesting bids on Northwest Apron Reconstruction–Phase 1 at Shreveport Regional Airport under IFB 26-034, with bids due July 7, 2026 at 2:00 p.m. This is a federally funded Airport Improvement Program project subject to Davis-Bacon prevailing wage requirements, Copeland Act anti-kickback provisions, and disadvantaged business enterprise requirements under 49 CFR Part 26.
Bidders must be licensed Louisiana contractors. The scope covers site preparation, pavement removal, embankment placement, asphalt and concrete paving, drainage infrastructure, erosion control, and landscape restoration across approximately 7,900 square yards on the northwest apron. The work objective is to reduce apron size, minimize water intrusion, and establish positive drainage grades.
The designer's estimate is $1,000,000. Contract duration is 90 calendar days from Notice to Proceed. A bid bond equal to five percent of the total bid amount (including all alternates) is required. Performance and payment bonds, comprehensive general liability insurance with minimum $1,000,000 per-occurrence coverage, and workers' compensation insurance are mandatory. For professional services related to the project exceeding $1,000,000, professional liability insurance of $1,000,000 per claim is required. Payment is made monthly based on certified estimates of work completed, with ten percent retainage withheld until 45 days after project acceptance (five percent retainage applies only if the final contract amount reaches $500,000 or more). Liquidated damages range from $80 to $825 per calendar day depending on original contract amount for work remaining incomplete beyond the contract period.
Award is made to the lowest responsive and responsible bidder. Evaluation criteria include quality of workmanship, timely completion capability, financial resources, and substantial specification compliance. The Shreveport Airport Authority reserves the right to reject any or all bids. A non-mandatory pre-bid meeting is scheduled for June 15, 2026 at 2:00 p.m. at Shreveport Downtown Airport.
