About this opportunity

The Commonwealth of Kentucky's Auditor of Public Accounts is requesting proposals for financial statement audit and internal control assessment services for the Northern Kentucky Convention Center Corporation for the fiscal year ending June 30, 2026, with proposals due August 18, 2026 at 3:30 p.m. Eastern Time.

Respondents must be duly licensed, independent certified public accounting firms qualified to conduct business in Kentucky. The audit must comply with Government Auditing Standards and generally accepted auditing standards. Deliverables include audited financial statements and reports due no later than April 30, 2027. The selected firm may request up to two progress payments during the engagement, each capped at one-third of the total contract amount; the Auditor of Public Accounts will withhold 10 percent of each progress billing plus one-third of the total amount until satisfactory completion. The firm must maintain professional liability insurance equal to the contract price and provide engagement documentation and work papers at no additional cost to the Commonwealth.

The contract term runs September 1, 2026 through June 30, 2027, with the Commonwealth reserving the right to renew for up to two additional one-year periods at its discretion, subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission's Government Contract Review Committee. Liquidated damages are assessed at 2 percent of the total contract amount per calendar day after April 30, 2027 if the audit remains incomplete, inaccurate, or undelivered, capped at the contract amount.

Evaluation allocates 1,000 of 1,200 total points to the technical proposal (responsiveness, Kentucky government audit experience, audit personnel experience, firm capacity and resources, and firm reputation), 100 points to the cost proposal (lowest price receives maximum points; remaining proposals scored proportionally), and up to 100 points to oral presentations if required. Proposals should be submitted to the Bid Clerk, Auditor of Public Accounts, 209 St. Clair Street, Frankfort, Kentucky 40601.
