About this opportunity
The University of Connecticut is requesting statements of qualifications from civil engineers of record to design and oversee construction of Northeast Campus Infrastructure Improvements at its Storrs Campus, with proposals due September 22, 2026 at 2:00 PM EDT through the HuskyBuy Portal. A mandatory pre-proposal conference is scheduled for September 3, 2026 at 10:00 AM via Microsoft Teams. The University encourages participation from Small Business Enterprises (SBE), Minority-Owned Business Enterprises (MBE), Women-Owned Business Enterprises (WBE), and disability-owned businesses certified by Connecticut's Department of Administrative Services, as well as Connecticut-based businesses.
The scope encompasses electrical distribution, domestic and fire water, sanitary and storm sewer, telecommunications, and surface restoration to deliver utilities to planned projects including a new Commissary facility. The engineer of record will direct a multidisciplinary team including civil, electrical, survey, environmental, geotechnical, landscape architecture, and arborist disciplines. At least one proposed team member in both civil and electrical engineering must hold a current Connecticut Professional Engineer license, and all proposers must maintain current Connecticut state licenses.
The proposed construction budget is $10 million with construction planned to commence in July 2027 for 12 months. This is a two-part Quality-Based Selection process: qualified proposers will first submit technical qualifications, with shortlisted firms subsequently submitting cost proposals in a Request for Proposal phase. Contract issuance and notice to proceed are anticipated in January 2027, with design documents expected in April 2027 and construction documents in June 2027.
Required submission materials include project approach narrative, three comparable projects from the past ten years, team qualifications with resumes for key personnel, an organizational chart, and applicable supplier diversity certificates or joint venture agreements. Questions are due by September 10, 2026 at 2:00 PM. Payment terms are Net 30 Days with Free On Board Destination delivery.
