About this opportunity

The City of Sacramento is requesting bids on North Truxel Streetscapes Maintenance Services, with proposals due September 29, 2026. The contractor must hold a current California C27 Landscaping Contractor License and demonstrate at least two years of experience providing landscape maintenance services for large-scale commercial and governmental agencies — these are mandatory eligibility filters. No subcontracting of maintenance services or pesticide applications is permitted.

The scope encompasses turf maintenance (mowing, edging, fertilization), tree and shrub pruning and disease control, ground cover maintenance, debris and litter removal, and irrigation system operation, monitoring, maintenance, and emergency repair. Services are provided Monday through Friday, 7:30 a.m. to 4:00 p.m., or 8:30 a.m. to 3:30 p.m. on Primary Streets as defined in specifications. The contractor must field a full-time management representative and on-site field supervisor during all work operations, with at least one full-time employee qualified in irrigation system work and at least one employee holding a current Qualified Applicator's License or Maintenance Gardener Certificate registered with the Sacramento County Agriculture Commissioner.

The contract operates on a performance-based payment model with weekly inspections by a designated Streetscapes Maintenance Inspector. Ratings of "Needs Improvement" require correction within seven calendar days; "Unsatisfactory" ratings require correction within 48 hours; "Failure to Comply" ratings may trigger contract termination and designation of the contractor as "Non-Responsible" for up to one year. The contractor is responsible for all transportation, equipment, disposal, and 24-hour emergency response with callback within fifteen minutes. A proposed service schedule is due within fourteen days after award. The contractor must maintain comprehensive insurance and comply with OSHA, Cal-OSHA, Sacramento City Code traffic control, and water conservation requirements.
