About this opportunity

The City of New Orleans, Department of Finance, Purchasing Bureau, is soliciting bids on behalf of the New Orleans Aviation Board for removal and replacement of vertical curtain wall air seal gaskets at Louis Armstrong New Orleans International Airport's North Terminal and Concourses A, B, and C, with bids due August 24, 2026 at 1:00 p.m. CST. State and Local Disadvantaged Business Enterprise (SLDBE) participation is required at 8.83 percent.

The scope encompasses approximately 12,200 linear feet of wet sealant gasket caulk installation, with allowance for quantity variations not exceeding 25 percent above or below the estimated amount. The successful bidder must provide a unit price per linear foot, with all costs including labor, materials, equipment, overhead, profit, and manufacturer's warranty matching original construction terms. Work is performed at Louis Armstrong New Orleans International Airport in Kenner, Louisiana, on an active operating airfield requiring coordination with the airport owner to prevent operational interruption. The contractor is responsible for assessment and repair management, including third-party entity engagement to verify damage extent, direct gasket repair work, and daily confirmation of completion quantities with graphical tracking and written statements.

The contract is fixed-price with a term as specified in the project manual and specifications, subject to City option to renew. All bids remain valid for 90 calendar days after the bid deadline. A bid bond equal to five percent of the bid amount is required, and both performance and payment bonds at 100 percent of the bid amount are required upon contract execution. Insurance requirements include workers' compensation with statutory limits and employer's liability of $1,000,000, and automobile liability of $10,000,000 combined single limit.

A mandatory pre-bid conference will be conducted via Webex; attendance details will be issued by addendum. Bids will be opened publicly immediately following the submission deadline. The two lowest responsive bidders must submit post-bid documentation within three business days including SLDBE compliance documentation, contractor qualification survey, non-collusion affidavit, and conflict of interest disclosure.
