About this opportunity

Miami-Dade County Parks, Recreation and Open Spaces Department is soliciting quotes for as-needed nuisance wildlife management services at County-owned parks, natural areas, recreational facilities, marinas, and administrative sites throughout Miami-Dade County under ITQ NKL26-195(A) REBID, with quotes due August 27, 2026.

This is a rebid solicitation with no set-asides or local preferences stated. The scope encompasses identification, trapping, exclusion, prevention, habitat modification, relocation, and disposal of nuisance wildlife including Muscovy ducks, feral chickens, roosters, and raccoons. Services must comply with all applicable federal, state, and local laws, including Florida Fish and Wildlife Conservation Commission regulations and Miami-Dade County ordinances. Response times are two business days for routine requests and four hours for emergency requests, available 24/7. All personnel must wear visible identification badges with current photographs and company names; all vehicles must display company markings at least three inches in height visible from 50 feet. The vendor must provide comprehensive liability insurance, maintain all required federal, state, and local licenses and certifications, and prioritize humane, non-lethal removal methods where practical and consistent with public safety — firearms and projectile weapons are prohibited on County property. Documentation of each service visit, including date, time, technician name, species, number of animals removed, removal method, disposition, and photographs, must be submitted electronically within three business days. Invoices are submitted through the Integrated Financial Resources Management System (INFORMS) with payment expected within 30 days.

The vendor must comply with the Shannon Melendi Ordinance, which mandates nationwide criminal background checks and sexual predator registry screening for all staff. Insurance requirements include Commercial General Liability of at least $300,000 per occurrence ($600,000 aggregate), Worker's Compensation Insurance, and Automobile Liability Insurance of $300,000 combined single limit. Insurance providers must be authorized in Florida and rated no less than "A-" by Best's Insurance Guide or hold a valid Florida Certificate of Authority. No guaranteed minimum work volume exists. Award will be made to the lowest responsive and responsible bidder. Quotes are valid for 12 months from the bid due date. The contact is Dennis Mogulyan at Dennis.Mogulyan@miamidade.gov.
