About this opportunity
The New York State Office of Temporary and Disability Assistance (OTDA), Bureau of Refugee Services, is requesting applications from qualified medical clinics to provide initial medical screening and immunization services to newly arriving refugees statewide, with an open application period through October 1, 2029 and anticipated contract commencement on September 1, 2026. This is a re-issuance expanding the program geographically to statewide coverage. MBE and WBE contracting goals are each 15 percent, with applicants required to demonstrate good faith efforts to achieve participation and maintain detailed records of outreach to certified M/WBEs.
Eligible applicants are not-for-profit and for-profit health care providers, clinics, hospitals, local health departments, and faith-based organizations that hold a New York State Department of Health operating certificate or Federal Qualified Health Center designation and can provide or refer for primary care services. The scope includes initial medical examinations and disease-specific screening for tuberculosis, lead, malaria, parasites, sexually transmitted infections, and hepatitis; laboratory testing; immunizations; and primary or referred care. Services must be delivered within 90 days of refugee arrival.
OTDA anticipates distributing approximately $6 million in federal Refugee Medical Assistance funds from the Office of Refugee Resettlement (Administration for Children and Families, U.S. Department of Health and Human Services). Reimbursement is performance-based, per capita: $634.13 for first visit, $753.66 for completed two-visit medical screening, and up to $463.14 per capita for immunizations with individual vaccine rates specified in CPT codes. Contract term is up to 60 months through September 30, 2030, with potential renewal contingent on continued need, outcome achievement, funding availability, and OTDA discretion.
Previous awardees include B & L Health, Inc. d/b/a AllHealth Diagnostic & Treatment Center, Charles B Wang Community Health Center, Community Health Network, and Beacon Christian Health. Applicants must register and complete prequalification in the Statewide Financial System; not-for-profit organizations not prequalified by the application deadline will be disqualified. Firm offers must be valid for 180 days. All funds are federal and subject to continued appropriation and availability.
