About this opportunity
The City of Edinburg is soliciting competitive proposals for new tire, retread, flat repair, and fleet services to support its Solid Waste Management Department, with proposals due November 20, 2026 and questions due October 9, 2026 by 3:00 p.m.
The scope encompasses new tires for heavy-duty refuse collection vehicles, support vehicles, and off-road equipment; retread services using pre-cure or mold-cure technologies with approved designs (Michelin XDY, Bandag BDM, or Goodyear Next-Tred); emergency flat repair with 30-minute response time within City limits and 1-hour response time within the Extra-Territorial Jurisdiction; and mandatory daily pre-trip fleet inspections from 4:30 a.m. to 6:30 a.m. Tier I tire manufacturers are restricted to Goodyear, Michelin, and Bridgestone for heavy-duty refuse operations, with specific approved models and tread depths mandated. Vendors must maintain dedicated safety-stock inventories locally within 50 miles of the City. All pricing must exclude state sales tax and include mounting, dismounting, balancing, valve stems, and tire disposal fees where applicable. Pricing must remain firm for twelve months from contract award.
The City reserves the right to award the contract to multiple vendors on a line-item or brand-bundle basis, selecting the lowest responsive and responsible bidder. Bids must include completion of mandatory forms including General Questionnaire, Litigation Disclosure, Conflict of Interest, and verifications for Senate Bill 13 (energy company boycott), House Bill 89 (Israel boycott), and Senate Bill 19 (firearm discrimination). Vendors must submit insurance certificates with minimum coverage ranging from $250,000 to $500,000 depending on contract value. The contract includes automatic termination and liquidated damages (waived emergency call-out fees) for performance failures or missed response-time requirements. Contract award is contingent on budget approval. Bids must be submitted electronically via the City's procurement portal or hand-delivered to the City Secretary's Office at 415 West University Drive.
