About this opportunity

The New Mexico Health Care Authority is requesting proposals for a professional organization to conduct an initial gap analysis of the state's behavioral health system and two subsequent reports within 24 months, with proposals due November 7, 2026.

The selected contractor must possess expertise in mixed-methods data analysis and behavioral health policy and systems. The analysis will assess the behavioral health system serving individuals across the lifespan, identify shortages in mental health and substance use disorder treatment capacity and workforce, and develop targeted recommendations to guide policy, funding, and service delivery changes. A focused section must address service gaps for adults with behavioral health needs and justice involvement. Findings will inform implementation of the Behavioral Health Reform and Investment Act and track progress toward enhanced service integration across behavioral health, healthcare, and social systems to promote whole-person health.

The gap analysis and reports will identify opportunities to enhance services, reduce duplication, and pursue programmatic, funding, and policy improvements. The work is performed in New Mexico with deliverables supporting the Health Care Authority's strategic planning and policy development.

Opportunity text

The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a contract, through competitive negotiations, with a professional organization that specializes in mixed-methods data analysis with expertise in behavioral health policy and systems. The selected organization will conduct an initial gap analysis of the New Mexico behavioral health system serving individuals across the lifespan and two subsequent reports within 24 months of the initial analysis. This gap analysis and subsequent reports will be used to inform implementation and to help track progress of the Behavioral Health Reform and Investment Act. These reports will be used by the Health Care Authority to identify opportunities for New Mexico to enhance services, reduce duplication, and identify potential programmatic, funding, and policy opportunities that lead to improved integration within the behavioral health system and other healthcare and social systems to promote whole person health. The organization must apply a strategic, data-driven approach to identify shortages in mental health and substance use disorder treatment and workforce capacity. It must also develop targeted recommendations to guide policy, funding, and service delivery changes, with a focused section addressing gaps in services for adults with behavioral health needs and justice involvement.
