About this opportunity

Escambia County Board of County Commissioners is requesting bids from a licensed Underground Utility Contractor or Florida General Contractor to install critical infrastructure for the new ECAT Facility along Clarinda Lane in Pensacola, Florida, under ITB PD 25-26.087, with bids due October 12, 2026 at 11:00 a.m. The project is funded through CDBG-DR (Community Development Block Grant–Disaster Recovery) in response to Hurricane Sally and carries Davis-Bacon wage determination, Section 3, MBE/WBE considerations, domestic preference, and endangered species compliance requirements.

Phase I infrastructure scope includes silt fence and selective clearing; underground utilities (sanitary sewer, potable water, reclaimed water, natural gas, electrical, communications); stormwater management facilities with retention ponds and drainage structures; and temporary paved roadways and parking lots. The contractor must substantially complete work within 300 consecutive calendar days from Notice to Proceed, with an additional 30 days allowed for final completion (330 days total). The County intends to utilize Owner Direct Purchasing for specified materials—clean fill, stormwater structures, concrete pipe, and PVC pipe—with the contractor responsible for supplier selection through competitive bidding; the County retains legal title until incorporation.

Award will be made on an all-or-none basis to the lowest responsive and responsible bidder. A bid bond, cashier's check, or certified check equal to 5% of the total bid price is required. The apparent lowest bidder must submit an acceptable Schedule of Values within three business days of opening and obtain Florida Department of Commerce approval before contract execution (within 5 days of intent to award). Liquidated damages are $5,021.00 per calendar day for delays beyond the completion deadline. Insurance requirements include General Liability of $1,000,000 per occurrence / $2,000,000 aggregate, Workers Compensation at statutory limits, Business Auto Liability of $1,000,000 per occurrence, and Contractor's Pollution Liability of $1,000,000 per occurrence / $2,000,000 aggregate. The pre-bid meeting is September 17, 2026 at 10:30 a.m.; questions are due September 24, 2026 at 12:00 p.m.
