About this opportunity
Escambia County is requesting bids for installation of new boiler equipment at the MC Blanchard Judicial Building in Downtown Pensacola, Florida under ITB #PD 25-26.117, with bids due October 7, 2026 at 9:00 a.m. The scope requires a licensed General Contractor or licensed Utility Contractor to remove existing gas-fired boilers and install owner-provided equipment (boilers, pumps, concrete pads, piping, controls, and electrical connections) in the ground floor boiler room.
The County has purchased the boilers and pumps and will deliver them to the site, shifting equipment risk to the owner. The new system must integrate with a Trane SC+ controls platform. Substantial completion is required within 45 consecutive calendar days from Notice to Proceed; final completion within 75 calendar days total, excluding weather delays. Liquidated damages are $1,609.00 per calendar day for delays beyond the specified completion window.
Bidders must submit lump sum pricing and a bid bond, cashier's check, or certified check equal to 5 percent of the total bid amount. The awarded contractor must furnish Performance and Payment bonds at 100 percent of the award value, issued by Florida-authorized sureties. Insurance requirements include General Liability of $1 million per occurrence and $2 million aggregate, Business Auto Liability of $1 million per accident, Workers' Compensation at statutory limits, and an Installation Floater policy at full replacement cost naming the County as Loss Payee.
Contractors must hold current Florida contractor licensing, provide proof of E-Verify compliance, register with the Florida Division of Corporations, and comply with all state and federal building codes, OSHA requirements, and the Florida Trench Safety Act. Bids will be evaluated on a lowest responsive and responsible basis.
A non-mandatory pre-bid meeting and site tour is scheduled for September 25, 2026 at 9:00 a.m. at the building's rear entrance—the only opportunity for site access. Questions are due September 30, 2026 at 9:00 a.m. Bid opening will be conducted via Microsoft Teams.
