Trailers must measure between 6 feet by 10 feet and 8 feet by 16 feet, feature two-axle designs with aluminum or fiberglass exteriors, accommodate two personnel on an 8-foot work surface, include full insulation and LED lighting, provide a minimum of 13,000 BTU air conditioning with heat pump capability, incorporate electric brakes and safety equipment (carbon monoxide detectors and fire extinguishers), and support minor relocation and removal during inclement weather. Generators must deliver a minimum of 5.5 kilowatts and sustain 28 hours of continuous air-conditioning operation. All equipment must be newly manufactured with a minimum twelve-month warranty covering defective parts, labor, freight, and technician travel. Vendors must comply with ASME, UL, NEMA, AGA, OSHA, and federal environmental standards.

Initial delivery is required by December 1, 2026, with distribution across Currituck (2 trailers, 1 generator), Pamlico River (2 trailers, 1 generator), Hatteras (3 trailers, 1 generator), and Cherry Branch (1 trailer, 1 generator). Additional units ordered during the contract term must be delivered within ninety consecutive calendar days of purchase-order receipt. Bid pricing is FOB Destination to North Carolina locations, inclusive of transportation, handling, and delivery costs.

The contract term is six months from the effective date, with optional renewal for an additional six months at the State's discretion. Award will be based on the lowest responsive bid meeting specifications, with consideration of past performance, references, and financial stability. Vendors must register with the North Carolina Secretary of State prior to award and submit pricing, customer references, worker location information, and financial condition certification.
