About this opportunity
The North Carolina Department of Public Safety, Division of Emergency Management (NCEM) is requesting proposals for rental and lease of mobile fueling stations and temporary above-ground storage tanks to support emergency response operations, with proposals due September 14, 2026. This solicitation establishes one or more service contracts to provide emergency fuel dispensing and storage when normal pipeline supply is interrupted or otherwise disrupted — the scope is distinct from the state's standard fuel procurement handled by the Department of Administration.
The fuel types covered include E-10 Ultra-Low Sulfur Diesel #2 Un-Dyed, Propane, Diesel Gasohol #6, Residual Fuel Oil, Kerosene, Aviation Gasoline, Jet A Fuel, and other fuel products. The contract is intended to serve state agencies during declared emergencies or supply disruptions before, during, and after disaster events. The RFP framework permits multiple awards to ensure adequate capacity and geographic distribution of emergency fuel resources across North Carolina.
Vendors should anticipate detailed specifications regarding equipment capabilities, response times, fuel quality standards, and operational requirements. The attached RFP document (19-RFP-1827363132-PTW Emergency Fuels.pdf, 812 KB) contains the full solicitation terms and technical requirements. No estimated contract value, incumbent, evaluation criteria weighting, pre-bid meeting date, or question deadline is identified in the posted notice.
