About this opportunity
Santa Rosa County Board of County Commissioners is soliciting sealed bids for the Navarre Beach Bridge Fender Repairs project (ITB 25-010), a construction procurement for the replacement of the existing timber fender system at County Road 399 over Santa Rosa Sound (Bridge No. 580951). The project requires removal of the existing deteriorated 870-square-foot timber fender system and installation of a new 943-square-foot fiber-reinforced polymer (FRP) fender system with plastic pipe piles, plastic wales, plastic lumber decking, stainless steel hardware, access platforms, navigation lights, and clearance gauges on both sides of the channel. Contractors must submit sealed bids through the Santa Rosa County Procurement Portal at https://procurement.opengov.com/portal/santarosafl by 10:00 am on Monday, November 25, 2024, with public opening via Teams; questions must be submitted through the procurement portal by 12:00 pm on Thursday, November 14, 2024. The work must be substantially completed within 60 calendar days from the date of written Notice to Proceed, with no calendar days allowed for weather delays unless properly documented and reported to the Engineer, though extensions will be granted for documented weather delays. Qualified contractors must be licensed in accordance with Florida Statutes Chapter 489, possess a current Florida Certificate of Authority (SunBiz), maintain active System of Award Management (SAM) status, and provide proof of insurance including workers' compensation, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and business auto liability of $500,000 per occurrence. The project is structured as a lump sum bid with a single line item for the complete fender system installation, and contractors must submit a bid guarantee in the form of a certified cashier's check or bid bond equal to 5% of the total bid price; additionally, performance and payment bonds equal to 100% of the contract amount are required if the contract exceeds $200,000. Bidders must examine the project site prior to submission, provide references, and submit sworn statements regarding entity crimes, scrutinized companies certifications, and conflicts of interest.
Santa Rosa County encourages all segments of the business community to participate in this procurement opportunity, specifically including small businesses, minority-owned businesses, women-owned businesses, and disadvantaged business enterprises, and the County does not discriminate on the basis of race, color, religion, national origin, disability, sex, or age in the administration of contracts. The contract is governed by Florida law and includes comprehensive civil rights compliance requirements under Title VI and related federal civil rights statutes, non-discrimination provisions, public records compliance under Florida Statute Chapter 119, and prohibition against contracting with scrutinized companies engaged in boycotts of Israel or operations in Sudan, Iran, Cuba, or Syria. The project has received regulatory approval from the Florida Department of Environmental Protection (General Permit approved July 5, 2023) and U.S. Coast Guard approval; however, additional proprietary authorization from the Board of Trustees for use of sovereign submerged lands and separate federal authorization from the U.S. Army Corps of Engineers are required before project commencement. Progress payments will be made monthly on approximately the 15th of each month at 95 percent of completed work, with five percent retainage held by the County, and liquidated damages are assessed at $2,667.00 per calendar day for failure to achieve substantial completion within the specified timeframe. The specific contract award value is not disclosed in the solicitation documents and will be determined based on the contractor's bid submission; however, the requirement for performance and payment bonds when the contract exceeds $200,000 indicates the anticipated project value may be substantial.
