About this opportunity
NC State University's Campus Operations and Maintenance, Energy Management Department is requesting sealed proposals from Enbridge Gas-certified natural gas providers to deliver firm, full-requirements natural gas supply and transportation services, with proposals due November 20, 2026. The University will award a single contract to one vendor.
Enbridge Gas certification is a mandatory eligibility requirement. The scope covers natural gas Fixed Basis Cost supply and transportation across all main campus utility accounts located within Enbridge Gas Company's Local Distribution Company franchise system in Raleigh, North Carolina, operating under third-party transportation rate rules. The University consumes approximately two million dekatherms annually across central energy plants, research facilities, academic zones, and residential sectors. The contract separates fixed basis cost pricing from commodity futures purchases; following contract execution and basis pricing stabilization, the University intends to purchase fixed-price NYMEX futures strips and short-term monthly market natural gas based on seasonal trends and internal buying plans. The University provides no minimum or maximum volume guarantees.
The procurement is structured as an Agency Contract award. No incumbent vendor, set-asides, preference programs, specific contract value, or contract term are identified in the available materials. Questions due and pre-bid or industry day dates are not specified in the source documentation.

This procurement ensures the continuous, uninterrupted operation of the University's critical heating infrastructure, central utility facilities, academic zones, and campus residential sectors in Raleigh, North Carolina. All utility service accounts within this Request for Proposals (RFP) are located behind Enbridge Gas Company's Local Distribution Company (LDC) physical franchise system and operate under third-party transportation rate rules. The University consumes approximately two (2) million dekatherms (Dth) of natural gas annually across its diverse portfolio of central energy plants and research facilities. The University intends to contract with one (1) single provider for the natural gas Fixed Basis Cost component across all main campus utility accounts. Following contract execution and stabilization of the basis pricing margin, the University intends to purchase fixed-price NYMEX futures strips and short-term monthly market natural gas based on seasonal market trends and the University's buying plans.
