About this opportunity

The Commonwealth of Kentucky's Finance and Administration Cabinet is requesting bids on 5,000 rolls of 90-pound fiberglass mineral surface rolled roofing for the North American International Livestock Exposition, with bids due September 23, 2026 at 1:30 p.m. EST and vendor questions due September 9, 2026 at 12:00 p.m. EST.

Kentucky's reciprocal preference provisions apply, including a 20% preference for Kentucky Correctional Industries and a 15% preference for qualified nonprofits serving individuals with disabilities. These are evaluation preferences, not set-asides.

The scope comprises 5,000 rolls of 36-inch width by 36-foot length roofing with weathering-grade asphalt coating on both sides and ceramic mineral slate surface granules. Material must be palletized in 42 by 48 inch units containing 25 to 30 rolls per pallet. Delivery commences October 26, 2026 and must be completed by October 30, 2026, directed to the Kentucky Fair & Exposition Center in Louisville. Failure to meet the contracted delivery date results in a 1% invoice deduction per day.

The contract term is one year with no optional renewal provisions. Pricing is evaluated on a best-value basis with price weighted at 95 points and delivery performance at 5 points. All bid prices must be submitted electronically through the Kentucky eProcurement system on an F.O.B. Destination Freight Prepaid basis, including all shipping charges. Vendors must exclude Kentucky Sales or Use Tax and Federal Excise Tax from quoted prices.

Bidders must provide Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and Automobile Liability Insurance of $1,000,000 combined single limit if delivering by company vehicle. An authorized representative must submit a notarized affidavit attesting compliance with Kentucky campaign finance laws (KRS 45A.110 and 45A.115) to be eligible for award. No bidders' conference is scheduled.
