About this opportunity
Jacksonville Electric Authority (JEA) is requesting bids for condenser tube cleaning and pressure testing services on Northside Unit 3, with bids due July 30, 2026 at 12:00 PM EST and a pre-bid meeting on July 10, 2026 at 11:00 AM via Microsoft Teams or teleconference.
Respondents must meet minimum qualifications: successful completion of five similar cleaning and pressure testing contracts within the past five years, each valued at $50,000 or more annually. Vendors must not appear on the State of Florida Convicted Vendor List, State of Florida's Suspended Vendor List, City of Jacksonville's Disqualified Vendor List, and must not have suspended bidding privileges, debarment status, or terminated contracts with JEA within the last two years.
The scope includes cleaning and pressure testing tubes in four condensers, removal of existing plugs where feasible, and leak testing. Work must commence within ten days of receiving the Notice to Proceed and be completed by the date specified in the contract documents. The contractor must maintain a two-year warranty on all work. Travel, shipping, and freight costs must be included in the bid price unless otherwise specified.
JEA intends to award one contract, though reserves the right to award multiple contracts based on groupings of work items. Award will be made to the lowest responsive and responsible bidder. Respondents must submit a bid bond equal to five percent of the total bid amount; the selected contractor must furnish Payment and Performance Bonds recorded with the Clerk of Duval County Court before work authorization.
The contractor must obtain certificate of insurance naming JEA as additional insured, comply with JEA's Contractor Safety Management Process, all applicable Florida statutes and city ordinances, and pay subcontractors within ten days of receiving payment from JEA. Liquidated damages apply for failure to meet project completion deadlines. All responses must be submitted electronically through JEA's E-Procurement and Contract Management Portal (Zycus Supplier Network). Payment terms offer 1% discount within 20 days or net 30 days, alternatively 2% discount within 10 days or net 30 days.
