About this opportunity
The City of Royse City, Texas is requesting sealed proposals for municipal solid waste collection, transportation, recycling, and disposal services within the corporate limits of Royse City, Waterscape, Valor Farms, and the Verandah MUD, with proposals due August 24, 2026 at 2:00 p.m.
Scope includes once-weekly residential garbage and recycling collection in 96-gallon carts; bulk and brush collection limited to 2 bulk items and 1 brush bundle per week; household hazardous waste collection at residence and drop-off; commercial dumpster service up to 6 times weekly; and roll-off container services. The City serves 11 municipal facilities and multiple events at no charge to the contractor. Current service volumes are approximately 12,300 residential units, 80 commercial accounts, and 135 front-end loader dumpster accounts. The incumbent is Waste Connections.
The initial contract term runs five years from November 1, 2026 through November 1, 2031, with two optional five-year extensions subject to 90 days' notice before expiration. Annual rate adjustments are permitted based on CPI-U for Garbage and Trash Collection, capped at 4% regardless of actual CPI changes, with 60 days' notice required. Pricing is submitted on structured rate forms specifying per-unit monthly rates for residential service, commercial dumpster by size and frequency, roll-off by container size and type, and disaster debris collection rates. The City retains franchise fees of 3% for residential billed services and 5% for commercial dumpster and roll-off services.
A $25,000 proposal bond and $250,000 performance bond are required with the proposal; the successful contractor must furnish a $2,500,000 performance bond within 10 days of contract execution. Minimum insurance includes workers' compensation, commercial general liability of $1,000,000, and automobile liability of $2,000,000 per coverage type. All collection vehicles must be no older than five years, equipped with GPS tracking and cameras. The contractor must maintain a regional office with a designated primary account representative.
A pre-proposal conference is scheduled for August 13, 2026 at 10:00 a.m. Written questions are due August 14, 2026 at 11:30 a.m. Finalist interviews are anticipated August 31–September 4, 2026, with City Council award expected September 22, 2026. Proposers must submit one original, three hard copies, and one searchable PDF on USB drive.
