The Jamestown Urban Renewal Agency (JURA) is requesting proposals for municipal prosecution and code enforcement legal services on an as-needed basis, with proposals due October 5, 2026. MWBE contracting goals of 15% MBE and 15% WBE, plus a 6% SDVOB goal, apply. No prior identical or substantially similar contract has been awarded within the past five years.

The scope encompasses housing court enforcement actions, prosecution of building, fire, zoning, and rental code violations, unsafe structure and nuisance abatement cases, illegal occupancy matters, fair housing compliance representation, and property acquisition and development legal assistance. Selected counsel will represent JURA and the City of Jamestown in proceedings within Jamestown and Chautauqua County, working collaboratively with the Department of Development, Code Enforcement, Corporation Counsel, and Chautauqua County Landbank. Minimum qualifications include New York State bar admission in good standing, admission to the United States District Court for the Western District of New York, and five years of municipal or prosecutorial law experience with code enforcement litigation preferred. Demonstrated knowledge is required across housing law, fair housing regulations, real property law, criminal procedure law, and corporate piercing doctrine.

The initial contract term is three years with the possibility of two one-year extensions, commencing on a date to be determined. Pricing shall be submitted on a rate schedule basis with detailed cost breakdowns including reimbursable expenses (travel, filing fees, mailings). Billing must be computed on one-tenth hour increments with clear itemization of staff, hours, rates, and service descriptions. JURA reserves the right to establish a maximum dollar amount in the final agreement and makes no representation regarding actual services value or utilization of the full maximum amount. Payment is made monthly upon invoice submission subject to JURA review and audit. Proposals must be submitted in three printed copies, sealed, to the City of Jamestown Department of Development.
