About this opportunity
The Napa County Office of Emergency Services and Emergency Medical Services Agency are requesting proposals for a multi-agency hazardous materials exercise contract (RFP #OES082601), with proposals due September 18, 2026 at 5:00 p.m. and questions due September 9, 2026. The scope spans three phases: Phase I comprises tabletop exercise planning and facilitation with scenario development; Phase II includes family reunification center functional training; Phase III delivers a full-scale exercise with final planning, logistics, and evaluation reporting. The exercise addresses multi-casualty incidents and large-scale patient movement during a violent offender event involving hazardous materials, with scenario premise centered on an intentional hazardous materials attack at an election-themed gathering. All planning, execution, and after-action review must comply with Homeland Security Exercise and Evaluation Program (HSEEP) standards. Deliverables must meet Americans with Disabilities Act accessibility standards and Web Content Accessibility Guidelines 2.1 Level AA requirements.
Proposals are capped at $80,000, with continued funding contingent on meeting contractual deliverables and milestones. Services commence October 20, 2026, and all training must be completed by May 31, 2027. Contract award is anticipated October 9, 2026.
Evaluation criteria are weighted as follows: Background and Experience/Qualifications/Approach to Scope of Work (50 points), Pricing Information (35 points), Company History and Background (10 points), and Cost Control (5 points). Proposers must provide three references for similar work and disclose any prior contract failures or litigation. Standard Napa County Professional Services Agreement terms apply, requiring workers' compensation coverage with statutory limits, employer's liability of at least two million dollars per accident, commercial general liability of two million dollars combined single limit, professional liability of two million dollars per claim, and comprehensive automobile liability of one million dollars combined single limit. Federal debarment and anti-lobbying certifications are required. Proposals must be submitted electronically through the County's e-Procurement Portal at https://procurement.opengov.com/portal/countyofnapa.
