About this opportunity

The Missouri Department of Elementary and Secondary Education (DESE) is soliciting occupational therapy services for the Missouri Schools for the Severely Disabled (MSSD) at the Verelle Peniston School in Chillicothe under IFB format, with responses due October 13, 2026 at 3:00 p.m. Central Time.

MSSD estimates a requirement of 15 units per week (each unit equaling 30 minutes) for the 2026-2027 school year, though the department does not guarantee this volume and bidders must price only the stated units. Services must be delivered in-school Monday through Friday between 9:15 a.m. and 2:45 p.m., integrated within each student's Individualized Education Program (IEP). Contractors must be Missouri-licensed occupational therapists in good standing, complete background screening including Family Care Safety Registry registration and FBI fingerprint checks, and comply with Medicaid provider requirements by enrolling with MO HealthNet Division if not already registered. All MO HealthNet reimbursements for services rendered under the contract are the property of MSSD.

The contract runs August 1, 2026 through July 31, 2027, with DESE holding an option to renew for two additional one-year periods at its sole discretion. Pricing must be firm and fixed; the state bears no costs for taxes, shipping, insurance, or other expenses. Liability insurance naming the State of Missouri as an additional insured is required prior to performance.

Contractors must register in MissouriBUYS in "Approved" and "Spend Authorized" status to be considered for award. Responses are submitted electronically through MissouriBUYS with all applicable exhibits and pricing entered on the designated pricing page. Evaluation uses multiattribute scoring. Questions should be directed to DESE.MSSDbusinessservices@dese.mo.gov. David Percival is the buyer contact at (573) 522-6545.
