About this opportunity

Charlotte Douglas International Airport, a City of Charlotte department in North Carolina, is requesting proposals for brush mowing maintenance services for vacant city-owned parcels in Zones A and B under a three-year contract with two optional one-year renewals, with proposals due November 3, 2026 at 2:00 PM Eastern Standard Time and questions due October 20, 2026.

The Airport may select up to two vendors. Proposers must comply with the City of Charlotte's Charlotte Business Inclusion (CBI) Program and submit a CBI Form #3 identifying Small Business Enterprise subcontractors.

Zone A comprises 30.6 acres across the North, East, and West regions; Zone B comprises 50.25 acres in the South region. The scope includes brush mowing, trash removal, string trimming, landscaping, and maintenance of vacant land, fields, drainage areas, and unoccupied properties including areas around demolished buildings, construction zones, and vacated parking lots with challenging terrain and potential hazards. All vacant lots must maintain a maximum height of 6 inches and a clean appearance extending 10 feet from the street, with limbs, volunteer trees, and shrubs removed. The cutting schedule averages twice monthly from March through October and once monthly for the remainder of the year, totaling approximately 20 cuts annually. All work must be completed within a three-day window. Contractors must provide all labor, equipment, safety operations including lane closures and signage, and coordinate with Airport representatives. Debris removal may be added based on Airport determination.

Contract value is determined by proposer pricing using a worksheet with unit pricing for brush mowing at 0.5-acre increments and hourly rates for debris removal and labor. No price increases are permitted without written Airport approval and documented cost justification. The estimated contract start date is March 21, 2027, following City Council approval anticipated February 8, 2027. Insurance requirements include Commercial General Liability of at least $1 million per occurrence and Automobile Liability coverage. Contractors must obtain appropriate permits and licenses within ten days of notice of award, comply with North Carolina E-Verify requirements, federal civil rights requirements, and state prohibitions on contracts with companies investing in Iran or boycotting Israel. The project is non-federally funded.
