About this opportunity
Opportunity Home San Antonio is requesting proposals for mowing and ground maintenance services across 26 affordable housing properties in the San Antonio area under IFB 2608-5712, with bids due October 2, 2026 at 2:00 p.m. and written questions due September 25, 2026 at 10:00 a.m. A local business preference applies, allowing awards within 5 percent of the lowest non-local bid for contractors headquartered or based locally and meeting specified employment thresholds.
The scope encompasses routine monthly maintenance (one or two times per month) for properties ranging from approximately 1 to 25 acres, including grass mowing and edging maintained at 2–3 inches, shrub and groundcover bed maintenance, seasonal color installation, fertilization and pesticide applications, tree care performed by licensed arborists, winter rye grass installation, mulch maintenance, fire ant treatment, trash and debris removal, and hardscape cleaning. Bidders must also provide unit pricing for as-needed services: groundcover and flower bed installation, plant and tree installation in various sizes, sod and seed installation, soil work, and mulch applications. Properties include Bella Claire, Castle Point, Woodhill, Legacy at Crown Meadows, and others throughout San Antonio.
The contract is firm fixed-price for one year with optional extensions at Opportunity Home's sole discretion. All proposed costs must be fully burdened with labor, overhead, profit, equipment, materials, insurance, and bonding. Contractors must maintain Commercial General Liability insurance ($1,000,000/$2,000,000 aggregate), Workers' Compensation with Employer's Liability of $500,000, and Business Automobile Liability coverage of $500,000. Contractors must also comply with criminal background checks and drug screening, provide uniforms and ID badges for personnel, and submit a comprehensive service plan within 30 days of contract execution. Liquidated damages are $100 per day for delays. Site visits are required prior to bid submission. Board approval is pending.
