About this opportunity

The City of Fort Worth is requesting proposals for commercial moving services for the Property Management Department on an as-needed basis under RFP 26-0247, with proposals due September 24, 2026. The procurement carries a 30% Small Business participation goal and requires proposers to submit Small Business Certification and Small Business Utilization forms.

Vendors must demonstrate a minimum of five years of commercial moving experience and provide all services without partial bids. The scope includes packing, loading, transportation, unloading, and placement of office furniture, equipment, records, and City-owned property; furniture disassembly and reassembly; modular office system installation; internal office moves; and surplus property relocation. Vendors must respond to service requests within two business days and provide quotes within five business days, with expedited services requiring two-hour response and four-hour onsite arrival. Regular work hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., with after-hours work available by written City approval. Work will be performed within Tarrant County and surrounding North Texas regions, including Parker, Wise, Denton, Dallas, Ellis, Johnson, and Hood Counties.

Pricing is submitted through Bid Table BT-26JP with mandatory unit pricing for all line items; proposers must include all associated costs such as debris removal, project management, and non-disposable equipment. Insurance requirements include Full Value Protection Insurance policies at zero deductible per $1,000, or minimal state licensing requirements of $0.60 per pound if protection is declined.

Evaluation uses best-value criteria across five factors: Small Business Utilization (up to 20 points), Technical Approach (20 points), Personnel, Equipment, and Resources (20 points), Relevant Experience and Qualifications (20 points), and Cost (20 points). Proposals scoring less than 50% of available non-price points are non-responsive. The City reserves the right to request Best and Final Offers and conduct contract negotiations with selected proposers.
